Our government has signalled its appetite to embrace AI, but is yet to set out a compelling and overarching vision for the role of AI in our society, democracy, and economy. Without that, policy decisions will be driven not by the needs of UK citizens, but the appetites of those with the best funded lobbies. We have set up AIM for the UK to address this, and to serve as a focal point for independent, innovative, and inspired thinking around AI policy.

These islands have been home to some of the world's most significant scientific and technological breakthroughs. We can and do expect to play a leading role in the development of AI. Our ambition must be far greater than to be enthusiastic adopters. We will not partake in, or be collateral damage to, an ill-fated AI arms race. Instead, we will mobilise our world class talent to pursue radically better approaches, while leading and engaging in collaboration with other liberal democracies that share similar goals and values to our own.
To achieve this, we will lean into our strengths in academia and key research domains including chip design and the development of AI algorithms themselves, as well as in adjacent sectors such as financial and professional services. We will never undervalue or sell out our world-leading creative and cultural industries, which along with our public sector bodies are sources of some of the most valuable data for AI systems anywhere in the world. As AI transforms the media and information ecosystem, we will protect key national institutions such as the BBC, the British Council, and our great universities, and so will maintain the UK's status as an island of trust.
We will uphold the security of our nation and the rights of all of its citizens, taking account of the impact of AI on intelligence, espionage, and our news media and democracy. We will maintain the strategic independence of supply chains as well as our key public services, while retaining and where necessary re-establishing worst-case control of critical systems. While promoting a free market and attracting inward investment, we will resist the imposition of bundled AI solutions from abroad, and in doing so will promote competition and opportunities for UK companies right through the technology stack, from the infrastructure layer to the application layer. We will take bold steps to incentivise and support our homegrown AI industry, championing UK companies which employ people here, pay tax here, and whose intellectual property resides here. We will never again become victims of digital colonialism which would serve to erode our ability to control our own destiny.
We are a nation that makes our own laws rather than merely copying and pasting, or being coerced into adopting those of others. In the age of AI, we will reassert faith in our common law system, world-renowned for providing stability and security for business and justice for citizens. We will ensure that any use of AI in the administration of justice enhances rather than undermines these long-standing qualities. We will actively and continually adapt our laws to account for the new challenges and opportunities posed by AI. If our IP rights regime needs updating, then we won't be afraid to innovate to come up with solutions as novel and original as the inventions and creations they seek to incentivise and protect. We will ensure that property rights are upheld and that all those involved in the development, sale and use of AI are accountable for their products and their actions. The pursuit of economic gains or efficiencies through automation will never lead us to compromise the standards of diligence, behaviour and care we expect from those upon whom we rely.
Our policy decisions will support innovative AI companies to generate and deliver value while providing fair compensation to those upon whose labour and creativity they depend. In particular, we will protect our world-leading creative and media sectors against extractive data mining practices, while ensuring that digital marketplaces work efficiently and effectively to support collaboration between creators and AI companies. We will adopt a conscious, rather than maximalist, approach to building out AI infrastructure, in a manner that is proportionate to the benefits it can provide, and cognisant of the impact on local communities and the environment. In doing so, we will foster the conditions for an AI industry working in harmony with the planet and its citizens, whose fruits are the raw materials on which the industry is built.
We will ensure that AI is deployed in a way that supports rather than undermines learning and the development of future generations. We will pursue evidence-based policies to ensure that the benefits of AI are captured and distributed across our diverse population including the young, old, disadvantaged, marginalised and vulnerable, while mitigating the risks of cognitive decline, loneliness and mental health issues. We will protect local communities and take steps to preserve the diversity of all four nations and their constituent islands and regions. We will protect children and support parents and carers in their attempts to support safe, healthy and ethical relationships with AI. Critical thinking skills will remain the hallmark of our world class educational establishments, and through a commitment to scientific principles and independent enquiry, we will make this the best place in the world to receive an education for the AI generation.
